Deputy Erin McGreehan has welcomed the appointment of Mr Lorcan Staines Senior Counsel as the independent facilitator for the scoping exercise requested by Dignity4Patients on behalf of the victims and survivors of Michael Shine.
The appointment follows the Government’s agreement in November 2025 to establish a time bound scoping exercise. Work will commence today and is expected to run for up to 16 weeks.
Speaking on the appointment, Deputy McGreehan said:
“Today’s announcement is down to the bravery and persistence of the survivors and the work of Dignity4Patients. Their fight to be heard and to seek justice has led to this step forward.
“I believe this scoping exercise is still only the first step in their journey for justice, and a full inquiry is needed to answer the questions that remain unanswered.”
Deputy McGreehan described the appointment as a positive step in progressing the pursuit of justice and stressed that the experiences of those affected must remain central to the process.
Deputy McGreehan concluded:
“The survivors deserve clarity about how this happened, and the peace of mind they deserve will only come when the full truth is established.”
